Runners in heavily staggered outer lanes can't see their rivals' true relative position early in the race, which is a genuine psychological and tactical disadvantage that has led to well-documented pacing errors, particularly in the 800m where runners break for the inside lane after the first bend.
Lane draw carries real tactical weight at championship level for exactly this reason: race organisers typically seed the fastest qualifiers into the central lanes (4-5) partly for the biomechanical advantage of a gentler bend, but also because central lanes let a runner see and react to the whole field throughout the race, rather than racing somewhat blind in an outer lane.
Indoor tracks depart from these outdoor dimensions specifically because of space constraints, and that changes race dynamics meaningfully — a 200m indoor track has tighter, often banked bends that favour different pacing and positioning strategies than the shallow bends of a standard outdoor 400m track, which is why times and tactics don't translate directly between the two formats.
